Speaking of people's livelihood, He said that Guangdong will pay attention to the equality of fundamental public services, especially in the key fields of employment, education, culture, medicine and housing, and balance fundamental public services among urban-rural areas, regions and different social groups.
Meanwhile, Guangdong will focus on promoting the integration of social security between rural and urban areas. For example, in the past residents in rural areas cannot get old-age pension and medical insurance. Now policies have changed and they can enjoy the same old-age pension and medical insurance at a very low price. Because there is a large population in rural area, the government needs time to implement the new policy. According to He, Guangdong will step by step carry out the implementation in the 13th Five-Year Plan period.
He introduced that great efforts will be made in indexes about GDP, R&D rate, social security, residents’ income per capita and residents housing coverage per capita, aiming to reach the goal of building a comprehensive well-off society in 2018.
