China will allow more foreigners to apply for permanent residency, commonly known as the "green card".
Foreign employees working in China's national labs as well as research and development centers of high-tech companies are eligible to apply.
Chinese authorities are also mulling over measures to expedite visa processing and will gradually optimize visa-free stays for international transit passengers, according to a document released by the State Council, China's cabinet.
The moves are aimed at attracting more talents as part of China's effort to further open up to the international community.
Meantime, authorities will also tighten up measures to guard against possible fraudulent applicants.
"Green card" holders enjoy the same rights as Chinese citizens in areas such as education, investment and home purchase.
