Since September 1, 2015, Guangdong Province started the implement of the latest national reform, the “3-in-1 Certificate” registration system and the “One License One Code” policy, one month earlier than the national wide implement.
The reform aims at reducing the procedures of company registration by canceling the application of organization code certificate issued by Quality Supervision and the tax registration certificate by Taxation Authorities. It means later on, enterprises can directly manage their taxation registration and banking accounts with after obtain their business licenses from Industry and Commerce Bureau. Besides the paper business license, the Industry and Commerce Bureau will also provide enterprises a unified social credit code.
On September 1st, Dongguan city issued its first business licenses under the new registration system to a Hong Kong based Internet company.
American Korean, Mr. Lee, the owner of an Internet company told Newsgd.com, it took him only 3 days to finish the register procedure. Mr. Lee has experience with setting up business in Hong Kong and S.Korea, he believes this reform “clearly matches those of international standards.”
He thinks that the reform goes hand-in-hand with Dongguan’s active efforts to enhance the attractiveness of the business environment in the region for entrepreneurial start ups and foreign suppliers. “This reform will have an important role in career development of the next generation of business leaders in Dongguan and China.”
